1. A TIERED DISABILITY ALLOWANCE FOR PEOPLE WITH DISABILITY?

For over 3 years, the Physical Disability Council of Australia has been working on the Cost of Disability. This project stemmed from The Needs Project completed 2 years ago, which some readers may have participated in. The results of this project indicated the need for investigation into the costs incurred due to having a disability.

In the first instance, the project concentrated on physical disability, but more recently PDCA has come to realise that its findings apply to all disability types and that the need for a Tiered Disability Allowance applies to all people with a disability who have additional costs due to their disability.

PDCA is asking individuals and organisations supporting people with disabilities to check out its website for a booklet, analysis and campaign kit and to then read the booklet which has been sent to all politicians and bureaucrats, to examine the analysis which supports the arguments in the booklet and push for a Tiered Disability Allowance by writing a letter or Email to the most influential politicians - as outlined in Campaign kit.

This material can be downloaded in HTML, Acrobat or MS Word by logging on to the PDCA web site external linkwww.pdca.org.au then clicking onto the banner at the top of the page which says "click here to go to next page".

PDCA will be launching the campaign to politicians at Parliament House and plan to visit the key politicians and policy minders to lobby hard for a pilot of the Allowance. The campaign will be aimed at all political parties. After the election, PDCA will continue with the push by asking you to join PDCA and visit every politician in the land to make sure the pilot happens and that the pilot becomes a program.

PDCA believes its lobbying efforts will only get somewhere if the politicians and their advisers see that “we have an army behind us”, and that there are significant votes to be won or lost. Without your support, PDCA feels we will not succeed. With your support, we will win.

The campaign kit has ideas for what to write and what not to write, names and addresses, and a table listing who are the key people to send correspondence to.

Please let PDCN and PDCA know when you have undertaken some action, so that we can keep a record of how many people have participated. PDCA will be sending continual reminders to encourage people to undertake this request over the next few months. PDCA tells us it will not rest until 350 people have told them that they have done something about this.

PDCA looks forward to your response to its exciting project that has the potential to enhance the lives of many people with a disability in Australia.

3. BUILDING CODE OF AUSTRALIA UP FOR COMMENT

We have received notification from the Human Rights and Equal Opportunity Commission of a document issued for consultation. Comments are requested on a draft Regulatory Impact Statement (RIS) on a number of proposed changes to the Building Code of Australia.

Comments on the draft RIS are requested by 14 September.

This proposal is the first of a number of draft RIS that will appear over the next 6 to 9 months leading to the development of a DDA Disability Standard on access to premises. This draft is concerned only with a number of issues relating to Braille and tactile signage in certain parts of buildings.

PDCN’s Built Environment Working Group is preparing our response. We urge anyone with an interest in access, signage and/or the codes and regulations that are supposed to lead to best practice to download the document and respond.

The Disability Council of NSW - POLICY OFFICER Clerk Grade 7/8

This is a temporary appointment for up to three months.

Position No: ADC020 Remuneration Package: $63,904 Salary $52,795- $58,440

Job Description/Responsibilities: Develops detailed advice to the Disability Council of NSW on a variety of issues affecting people with disabilities and their families in New South Wales, assisting their consideration and recommendation of advice to the NSW Government. Supports Council Working Groups on various issues. Liaises with Government Departments in the development of advice to Council.

Selection Criteria: Strong policy development skills. In depth knowledge of the issues affecting people with disabilities and their families. In depth knowledge of legislation affecting people with disabilities and their families. Highly developed communication skills. Demonstrated ability to analyse complex documents and legislation leading to the development of clear discussion papers. Demonstrated capacity to work effectively within a small team. Demonstrated capacity to supervise staff. Demonstrated knowledge of the community of people with disabilities. Demonstrated commitment to EEO and Cultural Diversity.

The Disability Council of NSW is the official adviser to the NSW State Government on issues affecting people with disabilities and their families. It also functions as the NSW Joint Advisory Body providing advice to the Commonwealth on these issues.

The Human Rights and Equal Opportunity Commission is looking for an Executive Assistant for the recently appointed Human Rights Commissioner and Acting Disability Discrimination Commissioner, Dr Sev Ozdowski. The successful applicant requires excellent communication and executive support skills.

6. FOCUS GROUP For PEOPLE WITH A TRUMATICALLY ACQUIRED SPINAL CORD INJURY and / or THEIR CARERS

THURSDAY 16TH OCTOBER

Time: 11.15am to 2.30pm

11.15am to 12.45pm for people with a spinal cord injury

1.00pm to 2.30pm for personal carers of people with a spinal cord injury

Place: 88 Mallett St, Camperdown

Lunch will be provided either before or after each focus group. You will receive $50 for your participation plus the cost of any Special transport arrangements.
